Should I turn on DynDNS?
Dynamic DNS (DDNS) is very useful if you need to access internal network services from across the Internet. It isn’t designed for hosting a business website, for that you will need standard web hosting.

No-ip itself is safe. I personally use it for VPN access via an A record rather than using the IP directly as that changes. It doesn’t support port numbers, it’s a simple DNS A record that resolves a hostname into an IP address. You can use it for this kind of thing, yes.
What happened to No-IP Com?
Effective Oct 31, 2016, domain names that include the No-IP brand name are no longer available for hostname creation. If you have a hostname on a No-IP branded domain you may continue to use the hostname until it is manually deleted by you or due to inactivity.
