In short, wet hopping refers to the state of the hops being used (still fresh and full of moisture) and dry hopping refers to the point in the process the hops are added (late in the process, in the fermenter when he beer is cold). Dry hopping has nothing to do with the state of the hop itself.

The vacuum seal removes the air that will oxidize and compromise your hops, and the freezer keeps out the sunlight as well as provides the optimal hops storage temperature which is between -5°F and 32°F.
Can you cold crash while dry hopping?
Cold crashing for at least 48-72 hours before dry hopping is now a normal practice for me. Adding dry hops too early can cause the alpha acids and aromas/flavors from the hops to bind with the yeast, so I prefer to wait until the beer has a bit drier before adding them.
